History
Passi was founded in 1594, and Fr. Juan de Agreda was assigned as its minister. Oral tradition, moreover, stated that it was already inhabited before the Spanish conquest by Malay settlers known by their names Dig-on, Tokiab and Umawang. The town itself was established in 1766 led by Martin Saligumba and became a component city of the province on January 30, 1998 through Republic Act No. 8649. It is believed that its name was derived from unhusked rice grains.
St. William Church in Passi City was built by Fr. Pedro Ceberio between 1856 and 1877. The convent was constructed Fr. Crescencio Bravo.
Architecture
Passi Church is built in Baroque made of limestone. It is characterized by huge boulders that served as buttresses in the front church and nave walls. The facade is beautifully plain, with sparse ornamentation. The arch portal which leads to the interiors is flanked by pilasters and decorated by scroll work. Arch and round apertures are also found. Its pediment is crowned by a cross.
Meanwhile, the apse wall is punctured by arch windows. A bell tower is found at the top of its pediment.
In the gospel side of the church is the Jardin de los Santos, the garden of saints.

The feast of St. William is held every February 10. The city government likewise holds an annual cultural festival called Pintados de Passi every March.
